Ombudsman Threatens Action Against NRA Boss Over Unimplemented Recommendations

The Ombudsman of Sierra Leone, Emmanuel Sahr Tondoneh Esq., has issued a final warning to the Commissioner General of the National Revenue Authority (NRA), Jeneba Bangura, over her alleged failure to fully implement recommendations arising from an investigation into a complaint filed by former NRA Director of Finance, Ibrahim Joseph Komoh.

In a strongly worded letter dated July 30, 2026, and addressed to the Chairman of the NRA Board of Commissioners, Kabineh Kallon, the Ombudsman warned that the Commissioner General could face statutory enforcement measures if the recommendations are not implemented within the stipulated two-week period.

The recommendations followed an investigation by the Office of the Ombudsman into Komoh’s complaint. They include the payment of his full salary for the period of his suspension, from November 1, 2025, to January 31, 2026, as well as all salaries, emoluments, benefits and allowances lawfully due to him during the period of his interdiction.

The Ombudsman said that failure to comply with the recommendations would leave his office with no alternative but to invoke the relevant provisions of the Ombudsman Act, 1997.

According to the letter, the Ombudsman could prepare and submit a Special Report to the President under Section 13(3) of the Ombudsman Act, formally lay the matter before Parliament under Section 14, and take any other lawful measures deemed necessary to enforce the Constitution and the statutory mandate of the Ombudsman’s Office.

The Ombudsman has also called on NRA Board Chairman Kabineh Kallon to take immediate steps to ensure that the Commissioner General complies fully with the recommendations and her legal obligations.

Meanwhile, the Ministry of Employment, Labour and Social Security has established a Special Tribunal to investigate a separate but related complaint filed against the NRA Commissioner General by Komoh.

The latest development adds to scrutiny surrounding the dispute between Komoh and the NRA leadership, as separate processes concerning the matter continue.
