The Sierra Leone Roads Authority (SLRA) has commenced the bidding process for the construction of a 39-kilometre highway linking Buedu and Koindu in Kailahun District with neighbouring Guinea and Liberia.
The project is being financed by the African Development Bank (AfDB) and the Government of Sierra Leone under Phase IV of the Mano River Union Road Development and Transport Facility Programme.
The bid opening ceremony was held at the SLRA headquarters in Kissy, Freetown, with representatives from the Road Maintenance Fund and the National Public Procurement Authority (NPPA) in attendance.
When completed, the highway is expected to strengthen regional integration, facilitate cross-border trade and improve cooperation among Sierra Leone, Liberia and Guinea through the Eastern District of Kailahun.
Speaking during the bid opening, SLRA Director Ing. Alfred Jalil Momodu described the process as transparent, stressing that all submissions would undergo a thorough evaluation. He said responsive bids would proceed to the next stage, with the project expected to have a 24-month contract period and a 12-month defect liability period.
He reaffirmed the SLRA’s commitment to transparency and adherence to procurement principles, while noting that certain aspects of the process had been cancelled by the AfDB.
SLRA Procurement Director Khadie Gamanga said the procurement is being conducted through the Open Competitive Bidding International (OCBI) method in accordance with AfDB procurement policies.
She disclosed that five bids had been received out of 15 submissions.
Representing the NPPA, Procurement Officer Joseph Bundeh pledged the authority’s full support for the procurement process and underscored the importance of the highway project to Sierra Leone and the wider Mano River region.
The project is expected to improve road connectivity and create greater opportunities for trade and economic activity along Sierra Leone’s borders with Guinea and Liberia.
