REQUEST FOR EXPRESSION OF INTEREST (EOI) – 26/06 for Media and Communication Services

A.     Background

  1. The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.
  2. The WFP Partnership and Communication Unit seeks to purchase the services of a qualified media and Communication services.
  3. [Explain the requirement for goods or services and its relationship to the programme, project or other activity, if applicable.] The World Food Programme (WFP) Sierra Leone seeks to establish Long-Term Agreements (LTAs) with qualified media houses, including television and radio stations, to provide comprehensive television, radio, media coverage, and advertising services that support public awareness, advocacy, and visibility efforts. These services include the broadcasting and production of contents, documentaries, feature stories, interviews, and public service announcements; coverage of events, launches, field visits, and special activities; hosting of studio discussions, talk shows, and radio panel programmes; translation and dissemination of messages in local languages; photography and videography services; production of news and feature packages; placement of paid advertisements and sponsored content; promotion of international observance days and campaigns; donor visibility initiatives; and public awareness campaigns focused on nutrition, school feeding, resilience, emergency response, and food security.
  4. The LTA will provide a pre-qualified pool of media partners capable of delivering timely, professional, and cost-effective communication services across Sierra Leone.
  5. WFP invites eligible suppliers to express their interest in providing the requested services.

B.     The purpose of this EOI

  1. The purpose of this request for EOI is to identify suppliers with verified technical and financial capacity to provide the media and communication service. Eligible suppliers will be invited to participate in the bidding process for the proposed tender.
  2. Eligibility to participate in the proposed tender will be determined based on [insert a broad summary of the evaluation criteria to be used to determine eligibility]. Interested media houses must be legally registered and operating in Sierra Leone, possess a valid broadcasting license issued by the relevant regulatory authority, and have at least three years of experience in media broadcasting and communication services. Applicants should demonstrate nationwide or significant regional audience coverage, have a proven track record of working with government institutions, UN agencies, NGOs, or development partners, maintain professional production and broadcasting facilities, and be in good financial standing while complying with all applicable tax and regulatory requirements.
  3. After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.
