Lands Minister Senesie Presents Country Planning, Land Registration Regulations to Parliament
Minister of Lands, Housing and Country Planning Dr Turad Senesie has presented two new regulatory instruments to Parliament, seeking to establish clearer procedures for country planning and land registration in Sierra Leone.
The proposed regulations are the National Country Planning Regulations, 2026, and the National Land Commission (Land Registration) Regulations, 2026. They are intended to give practical effect to existing laws governing land management and planning across the country.
The National Country Planning Regulations derive their authority from the National Country Planning Act, 2025 (Act No. 13 of 2025), while the land registration instrument falls under the National Land Commission Act, 2022 (Act No. 19 of 2022).

The introduction of the regulations is intended to strengthen the administration of land-related matters by providing detailed rules to guide the implementation of the two Acts. They are also expected to support more organised planning procedures and improve the processes involved in registering land.
The move represents a further step in the implementation of Sierra Leone’s legal framework for land governance, with an emphasis on clearer administrative procedures, transparency and accountability in the management of the country’s land resources.
