SLPP Member of Parliament Hon. Hindolo Moiwo Gevao has argued that the Proportional Representation (PR) system and the 50 percent-plus-one presidential threshold contained in the 2025 Constitutional Amendment Bill were not new proposals introduced by the current government.

Speaking at the Government Weekly Press Conference at the Miatta Civic Conference Centre in Freetown on Tuesday, August 18, 2026, Gevao traced the two reforms to earlier constitutional review processes and White Papers produced under both the APC and SLPP administrations.

He said the APC-led government under former President Ernest Bai Koroma had accepted PR and the reduction of the presidential-election threshold from 55 percent to 50 percent plus one in its White Paper following the Edmund Cowan Constitutional Review process.

According to him, the SLPP government subsequently produced its own White Paper and also accepted the two proposals.

Gevao said the same issues were later considered by the Tripartite Committee comprising representatives of the APC, SLPP and other stakeholders.

He maintained that the history of the reforms showed that neither PR nor 50 percent-plus-one could fairly be described as an initiative belonging exclusively to the SLPP government.
