Chief Immigration Officer Announces Key Reforms and Improved Passport Service Delivery
Valentine Benjamin Conteh Dr. Moses Tiffa Baio, Chief Immigration Officer of Sierra Leone, has revealed major reforms underway at the Immigration Department, including plans to transition the agency into a paramilitary structure to strengthen border management.
In an exclusive interview, Dr. Tifabayo explained that his appointment in March came with a mandate from President Bio to modernize immigration services nationwide.
“All over the world, immigration operates under a paramilitary model because of its critical role in border control. We want to adopt this system to enhance efficiency,” Dr. Tifabayo said.
On concerns about passport delays, he assured the public that processing times have been significantly reduced to two weeks, with passports now readily available. The official cost remains $100, converted to its Leones equivalent.
He also clarified eligibility for non-citizens, noting that passports may be issued to individuals granted citizenship by presidential authority, naturalized citizens, children of Sierra Leonean descent born abroad, and foreign nationals working in Sierra Leonean diplomatic missions.
“A passport is primarily a travel document, not necessarily proof of nationality,” he emphasized.
Dr. Tifabayo encouraged citizens to engage directly with the Immigration Office for accurate information. “The office is always open to the public. We welcome inquiries and are committed to transparent and efficient service,” he concluded.

Please get rid of all those who are not working at the office. These unofficial workers are responsible for the hikes in passport cost, and also making thr passport available to non Sierra Leoneans
He’ll say the office is open to the public, but when you go there, they’ll start pushing you outside like a thief. Entering the office is by connections… even if you manage to get inside, you’ll hardly be attended to, as an ordinary person… unless you get some connections or spend some extra money. How can someone make enquiries when the workers doesn’t even give you listening ears. Foreigners are having easy access to passports and other services than the actual citizens… everything could be easy, as long as you’re ready to spend the money. There are lot of works to be done in this place.
