Chief Electoral Commissioner and Chairman of the Electoral Commission for Sierra Leone (ECSL), Edmond Sylvester Alpha, has officially launched a Training of Trainers workshop for a new Bachelor of Science degree in Political and Electoral Studies, aimed at strengthening professional knowledge of electoral management and democratic governance.

The workshop brings together university lecturers, vice chancellors, representatives of the Ministry of Technical and Higher Education (MTHE), the Tertiary Education Commission (TEC), the Political Parties Regulation Commission (PPRC), ECSL commissioners and management staff, development partners and media representatives.

Speaking at the opening ceremony in Freetown on Tuesday, Commissioner Alpha described the initiative as a decisive step towards implementing Recommendation 13 of the 2024 Cross-Party Committee Report, which called on the ECSL to collaborate with the education authorities and universities to improve public understanding of electoral processes.

He said the programme would expand access to knowledge of election management, electoral laws and civic responsibilities by integrating these subjects into formal university education.

According to Alpha, the four-year degree programme has undergone stakeholder validation and is designed to develop skilled electoral administrators, researchers and civic educators capable of contributing to credible elections and democratic governance.

Addressing the participating lecturers, the ECSL chairman emphasised their responsibility to prepare future professionals who can promote peaceful electoral processes and strengthen respect for democratic principles.

The curriculum covers emerging and critical issues in electoral management, including the use of artificial intelligence and cybersecurity in elections, the psychology of misinformation, conflict resolution, voter registration and electoral justice.

He urged lecturers to promote tolerance, non-violence and respect for the rule of law among students, stressing the importance of education in preventing electoral tensions and encouraging responsible civic participation.

Commissioner Alpha also reaffirmed the ECSL’s commitment to supporting the programme through institutional expertise, learning materials and technical personnel. He said the commission would facilitate internships, election observerships and joint research to connect academic learning with practical electoral experience.

He further stressed that an informed electorate was essential to protecting democracy against manipulation and voter apathy, noting that democratic participation and accountability should extend beyond election periods.

Alpha thanked the Ministry of Technical and Higher Education, the Tertiary Education Commission, the Political Parties Regulation Commission and the academics involved in developing the curriculum. He urged the trainers to equip students not only with technical knowledge of elections but also with a strong understanding of democratic citizenship.

The programme is expected to strengthen the link between higher education and electoral administration by preparing students for professional roles in election management, research and civic education.
