Parliament has sworn in Hon. Felicia Isata Wuleh Philips as the new Member of Parliament for Kono District, following the passing of the late Hon. Lucinda Finda Kellie.
Hon. Philips took the Oath of Office on Thursday, July 9, 2026, during a ceremony held in the Chamber of Parliament after the Electoral Commission for Sierra Leone formally notified Parliament of her election in accordance with constitutional provisions.
The Rt. Hon. Speaker of Parliament, Segepoh Solomon Thomas, declared Hon. Philips duly elected and directed the Clerk of Parliament to administer the oath pursuant to Section 83 of the 1991 Constitution of Sierra Leone, together with Standing Order 1A as provided in the Third Schedule of the Constitution.
Following the swearing-in, Speaker Thomas welcomed Hon. Philips to the House and reminded her of the responsibility to represent the interests of the people of Kono District.

He encouraged the new lawmaker to be punctual, committed, and diligent in carrying out her parliamentary duties, while urging her to familiarise herself with the Constitution and Standing Orders to effectively participate in debates, lawmaking, and oversight functions.
“The work of Parliament is demanding, but it is also an honour to serve the people,” Speaker Thomas said. “You are coming in to continue the work started by your predecessor. Serve with integrity, listen to your constituents, and bring their concerns to this House.”
The Speaker formally assigned Hon. Philips the seat previously occupied by the late Hon. Lucinda Finda Kellie and congratulated her on joining the Sixth Parliament of the Second Republic of Sierra Leone.
Hon. Philips assumes office with immediate effect and will serve the remainder of the parliamentary term as Kono District’s representative. Members of Parliament from across the political divide welcomed her and expressed hope that she will make meaningful contributions to national development.
