Sierra Leone’s Minister of Local Government, Tamba Lamina has told the Freetown City Council that his Ministry will not act on impluse over calls for transfer of the Chief Administrator of Freetown City Council.

Lamina said this on Friday while confirming receipt of the letter sent by the councillors of the Freetown City Council requesting for the immediate transfer of Festus Kallay, the Chief Administrator of Freetown City Council, Festus Kallay.

The councillors had in a letter dated 12th July, 2021 accused Kallay of disruptive behaviour, insubordination and dereliction of duty.  According to the councillors, the Chief Administrator is hindering the progress of Freetown City Council and sabotaging the efforts of the Mayor, Yvonne Aki-Sawyerr.

Sources told Sierraloaded that the Chief Administrator have refused to sign June salary’s cheque for tricycle groups, he also refused to approve the purchase of two tractors and other documents while the transfer stations are not running because he refused to sign the documents.

However, while responding to the Councillor’s request on Friday, Minister Lamina noted that there is a pending administrative inquiry on the matter. He also added that the Ministry will only take actions on informed judgments and not one that acts on impulse.

The letter partly reads;

“Your concerns raised so far; he wishes to bring to your attention the following:

A. That this is a responsible Ministry which predicates its actions on informed judgments and not one that acts on impulse.
B. That the Ministry frowns at the idea of political collectivism to suffocate our professional staff of Councils regardless of where they work. Such precedent will create chaos and as such cannot be entertained.

The Minister wishes to inform you however, that the pending administrative inquiry will address the concerns raised in your letter.

A team of competent Sierra Leoneans will form the panel to carry out the inquiry. I am also to inform you that the Terms of Reference for the team is attached to this response.

In the circumstance, I will admonish you to maintain a convivial relationship with the Chief Administrator of the Freetown City Council so that development is not stifled.
