The Ministry of Planning and Economic Development (MoPED) is strengthening national coordination for the implementation of the ECOWAS Fund for Regional Stabilisation and Development (FRSD) Project in Sierra Leone.

The move follows the inaugural meeting of the National Advisory Committee (NAC), which brought together Planning Minister Kenyeh Barlay, government representatives, programme consultants and other stakeholders to discuss the Fund’s objectives, governance structure and implementation arrangements.

The meeting focused on adopting the Committee’s Terms of Reference, establishing a shared understanding of the programme and preparing for a Joint Technical Mission to identify and assess potential interventions in Sierra Leone.

The FRSD is an ECOWAS initiative supported by the German Federal Ministry for Economic Cooperation and Development (BMZ). It aims to promote stability and development in fragile regions through investments, capacity-building and locally responsive interventions.

The programme seeks to address socioeconomic vulnerabilities by improving living conditions, expanding economic opportunities and strengthening access to essential services, with particular attention to young people, women and other vulnerable groups.

The NAC is expected to provide strategic guidance, align proposed interventions with Sierra Leone’s national development priorities, review project concepts and work plans, and strengthen coordination among relevant institutions.

A Joint Technical Mission is expected to begin on 16 November 2026. The mission will engage potential implementing organisations and other stakeholders, assess needs in potential intervention areas, and support the development and appraisal of project proposals.

The meeting marks a step towards identifying and validating interventions that could contribute to Sierra Leone’s development priorities under the ECOWAS regional stabilisation initiative.
