The Ministry of Planning and Economic Development (MoPED), in collaboration with the United Nations Development Programme (UNDP), has conducted a Mid-Year Review of the 2026 Annual Workplan to assess progress, identify implementation gaps, and strengthen delivery for the remainder of the year.
The review, held on Thursday, September 3, 2026, brought together participating institutions to present achievements, challenges, outstanding activities, and priorities for 2027. Deputy Development Secretary I, Usman Cherry Conteh, emphasised the need to move from planning to accelerated implementation, urging institutions to address bottlenecks, particularly procurement delays, and deliver activities within agreed timelines.
Conteh stressed that effective use of available resources was essential to strengthening confidence in Sierra Leone’s implementation capacity and attracting continued development support.
UNDP Deputy Resident Representative Kevin Petrini called for a more strategic approach to development financing, encouraging Ministries, Departments and Agencies (MDAs) to develop initiatives that can generate wider development impact, leverage additional investments, and attract partnerships. He described this as a co-creation approach involving Government and development partners in identifying priorities, making strategic contributions, and mobilising additional resources.
The review also highlighted progress on ten bankable Blue Economy and investment-related projects in sectors including industry, tourism and transport, as well as the need for stronger gender mainstreaming, better management of government contracts and concessions, improved public-private partnership databases, and stronger financial analysis before major agreements are concluded.
The Mid-Year Review ultimately provided a platform to assess progress and agree on practical measures to address challenges, accelerate implementation in 2026, and strengthen preparations for 2027.
