Hon. Chernor Bah, Minister of Information and Civic Education, has signed a transformative $5 million agreement with China’s Diming Yimo Printing Company to modernize the Government Printing Press.

This important deal aims to modernized Sierra Leone’s printing industry, turning it into a digitally driven hub for national and regional services.

The Memorandum of Understanding, finalized during Minister Bah’s official visit to Beijing, marks a significant step in upgrading public infrastructure and improving state printing services. Diming Yimo will provide state of the art equipment, dispatch technical experts for staff training, and assist in establishing a national printing training institute.

Mr. Qing Shuang Meng, Chairman of Diming Yimo, announced that the project is expected to be operational within three months, aiming to position Sierra Leone as a regional powerhouse for high-quality print production. “This is not just another printing facility,” he stated, emphasizing the company’s commitment to setting new standards in West Africa.

Minister Bah described the partnership as a strategic milestone in fulfilling President Julius Maada Bio’s vision for digital transformation and industrial growth. “This groundbreaking deal will help us bring Sierra Leone’s printing industry into the 21st century,” he remarked, highlighting its potential to meet local needs and increase government revenue.

The Minister was accompanied by Sierra Leone’s Ambassador to China, Dr. Abu Bakarr Karim, Government Printer Mr. Salifu Suma, and Permanent Secretary Mr. Andrew Kamara. During their visit, the delegation toured Diming Yimo’s advanced printing facility, reinforcing their confidence in the partnership’s ability to bring meaningful change.

Following the MoU signing, the delegation visited the Beijing Institute of Graphics and Communication (BIGC), where Minister Bah proposed a collaboration involving BIGC, the Government of Sierra Leone, and local universities. This initiative opens the door for future partnerships focused on education and technical training.
