The Government of Sierra Leone has announced the official endorsement of its USD 2.2 Billion Mission 300 Energy Compact, marking the largest infrastructure development plan in the country’s history.

The endorsement was granted by the World Bank Group (WBG), the African Development Bank (AfDB), and key partners during a ceremony at the Bloomberg Global Forum 2025 in New York, USA.

According to a press release from the Office of the Press Secretary, State House, the Mission 300 Energy Compact sets out a strategic framework to increase access to affordable, reliable, and sustainable electricity from 36% to 78%.

The initiative focuses on expanding power generation, particularly renewable energy, modernizing transmission and distribution networks, promoting clean cooking solutions, and creating a conducive environment for private sector investment and governance reforms.

President Julius Maada Bio, who also serves as Minister of Energy, formally received the Compact Endorsement Letter and described the initiative as “the most ambitious and comprehensive energy infrastructure initiative ever developed for Sierra Leone.”

He added that the plan, driven by evidence-based solutions and data, promises to unlock sustainable and inclusive development for Sierra Leoneans.

Developed in record time, the Compact was spearheaded by the Inter-Ministerial Coordination Group, co-chaired by Minister of Finance Sheku A.F. Bangura and Dr. Kandeh K. Yumkella, Chair of both the Presidential Initiative on Climate Change, Renewable Energy and Food Security, and the Energy Governance Coordination Group. Alongside Sierra Leone, energy compacts from seventeen other countries also received endorsement.

The press release further noted that Mission 300 is a joint initiative by the World Bank and African Development Bank aimed at providing electricity access to 300 million people across Africa by 2030.

The program leverages partnerships among governments, the private sector, and development agencies to promote economic growth and stability through clean, affordable, and dependable energy solutions.
