The Minister of Communication, Technology, and Innovation, Hon. Salima Monorma Bah, has been named to TechCabal’s inaugural Builders’ List.

The Builders’ List recognizes individuals who are advancing Africa’s technology ecosystem through measurable and lasting impact. Minister Bah’s selection followed a rigorous editorial review by TechCabal, which evaluated over 600 candidates from across all 54 African countries. Unlike traditional lists that rely on reputation or media visibility, the Builders’ List assesses “material change” within the year, weighing impact against the candidate’s operating environment.

As Sierra Leone’s first Minister of Communication, Technology, and Innovation, Minister Bah has been a central figure in the government’s digital transformation agenda. Her tenure emphasizes building critical systems necessary for a sustainable innovation economy.

According to TechCabal, Minister Bah views internet access as “a basic human right,” a philosophy reflected in more than $132 million in government investment during her tenure. Initiatives under her leadership include connecting universities via Starlink and breaking ground on Felei Tech City, a 130-acre Special Economic Zone in Bo District designed as a hub for startups and data centres.

The Ministry of Communication noted that the recognition by TechCabal marks a pivotal moment for Sierra Leone, highlighting the role of policy and public leadership in fostering a thriving technology ecosystem.
