The Ministry of Technical and Higher Education (MTHE) has signed a Memorandum of Understanding (MoU) with the National Institute of Science and Technology University (NIST University) to strengthen collaboration in higher education, research, innovation, and academic exchange.
The agreement was signed on behalf of the Ministry by the Director of Higher Education, Emmanuel J. Momoh Esq., alongside the Acting Director of Research, Planning and Development, Idrissa Sannoh.
Delivering a statement on behalf of the Minister of Technical and Higher Education, Dr Haja Ramatulai Wurie, Momoh described the agreement as a significant milestone in the growing relationship between Sierra Leone and India.

He noted that the partnership reflects a shared commitment by both institutions to advancing higher education through collaboration in research, teaching, faculty development, and exchange programmes for academic and administrative staff.
Momoh disclosed that discussions leading to the partnership began last year following a visit by representatives of NIST University to Sierra Leone. He added that the Ministry deemed it important to reciprocate the visit and formalise the collaboration through the signing of the MoU.
He further explained that the Ministry undertook a thorough review of the agreement and sought legal advice from the Office of the Attorney General and Minister of Justice before signing.

“Signing an MoU is not the end, but designing a roadmap to its implementation is very significant,” Momoh stated, expressing confidence that both parties would remain committed to fulfilling their obligations under the agreement.
According to him, the partnership aligns with Sierra Leone’s national development priorities, particularly the Government’s Human Capital Development agenda championed by Julius Maada Bio.
He emphasized Government’s commitment to expanding access to quality tertiary education, strengthening research capacity, and promoting global academic exchange.
Momoh also acknowledged the role of Idrissa Sannoh, who serves as the focal point for the collaboration, in advancing the partnership.
