Members of Parliament from the ruling Sierra Leone People’s Party (SLPP) and the opposition All People’s Congress (APC) have expressed support for a proposal by the Attorney-General and Minister of Justice to introduce the Proportional Representation (PR) principle in Cabinet appointments.
The proposal was presented by the Attorney-General during debate on the Constitution Amendment Bill, where he argued that applying the PR system to executive appointments would promote inclusivity and ensure broader representation in government.
He explained that the move would encourage the appointment of Cabinet members from across Sierra Leone’s different regions and communities, helping to strengthen national unity and address concerns over political imbalance.
The Attorney-General said the principle of proportional representation should not be limited to electoral processes but could also be extended to the composition of the executive arm of government to deepen citizens’ confidence in governance.
The proposal received backing from lawmakers across the political divide, with APC and SLPP Members of Parliament supporting the idea as discussions on constitutional reforms continue.
Speaking further on the issue during Radio Democracy’s Good Morning programme, the Attorney-General described the PR electoral system as “the best system for national unity and cohesion,” arguing that wider application of the principle could enhance democratic representation.
The ongoing constitutional amendment process is considering several proposed reforms, including discussions around electoral and governance structures. If approved, the PR-based approach to Cabinet appointments would represent a significant change in how executive representation is structured in Sierra Leone.
