Pope Kamara Explains Who Has Power to Dissolve APC National Executive

The All People’s Congress (APC) Deputy National Publicity Secretary, Mohamed Pope Kamara, has maintained that the party’s national executive can only be legally dissolved by a National Delegates Conference, which he described as the highest decision-making body responsible for adopting the APC Constitution.

Speaking during a recent media engagement, Kamara said the current executive did not draft the party’s constitution and therefore could not be accused of interpreting or applying its provisions to its own advantage.

He explained that the National Delegates Conference adopted the constitution, stressing that the party’s leadership is simply following the provisions contained in the document.

According to Kamara, the constitution provides that the tenure of members of the National Advisory Committee shall terminate upon the dissolution of the committee.

He said the provision is contained in the party’s constitution and that the APC cannot disregard it without violating the same document it is expected to uphold.

“We are not using it to our advantage. We are using it according to what is specified in it,” Kamara said, referring to the relevant constitutional provisions.

Kamara further noted that the party must consider the position of the majority of its membership, particularly those who believe that the constitutional provisions are clear and should be followed.

He stressed that no individual, including himself, represents the majority of the party and that the matter should be guided by the constitution rather than individual interests.

Responding to concerns about party members who do not always follow party directives, Kamara said Dr. Richard Conteh is not the only member who has failed to adhere to party directives. He noted that similar situations exist within the governing Sierra Leone People’s Party (SLPP) and among other APC members.

However, he maintained that the important thing is for members to continue serving the party with conscience.

Kamara also referred to Section 17 of the APC Constitution, which outlines the powers and functions of the National Delegates Conference.

He explained that, under the provision, the National Delegates Conference has the authority to dissolve and elect national officers of the APC.

He therefore maintained that any move to dissolve or elect national officers must be undertaken in accordance with the powers vested in the National Delegates Conference by the party’s constitution.
