The Sierra Leone Immigration Department (SLID) and the Sierra Leone Police (SLP) have signed a Memorandum of Understanding (MoU) to strengthen inter-agency cooperation on border governance, national security and coordinated security operations.
The agreement was signed in Freetown on Tuesday, September 8, 2026, establishing a formal framework for the two institutions to enhance intelligence sharing, border surveillance, joint investigations, capacity building and coordinated responses to emerging security and migration challenges.
The MoU is expected to strengthen coordination between the two agencies and improve Sierra Leone’s capacity to address security challenges along the country’s borders while enhancing institutional effectiveness and intelligence-led operations.
Chief Immigration Officer of the Sierra Leone Immigration Department, Dr. Moses Tiffa Baio, described the agreement as a formalisation of an existing relationship between the two institutions.
He said the Immigration Department and the Police have maintained a longstanding partnership based on cooperation and coordination, adding that the MoU would provide a clearer framework for information sharing and joint responses to emerging security and migration challenges.
Inspector-General of Police, William Fayia Sellu, reaffirmed the Sierra Leone Police’s commitment to the agreement, describing it as an important step towards consolidating the longstanding relationship between the two institutions.
He said the framework would strengthen cooperation, coordination and information sharing while supporting joint efforts to safeguard national security.
Delivering the keynote address at the signing ceremony, Minister of Internal Affairs, AIG (Rtd) Morie Lengor, reaffirmed the Government’s commitment to strengthening collaboration among security institutions.
Minister Lengor said President Julius Maada Bio has consistently encouraged government institutions to work together rather than operate in isolation, stressing that effective inter-agency cooperation is essential to improving service delivery and national security.
He urged both institutions to incorporate the provisions of the MoU, including their respective roles and responsibilities, into the training of officers to ensure effective implementation of the agreement.
The Minister also called on the leadership of the Sierra Leone Police to support seamless communication for immigration officers deployed at border areas, noting that effective communication is essential for coordination on national security matters.
He commended the leadership of both institutions and encouraged them to remain committed to the effective implementation of the agreement.
The signing of the MoU marks a further step towards strengthening cooperation between Sierra Leone’s immigration and law enforcement authorities in addressing border security, migration and national security challenges.
