Cabinet has approved Sierra Leone’s National Transport Sector Policy and Strategic Plan for 2026-2030, establishing a national framework for the development, regulation, coordination and modernisation of the country’s transport sector.

Minister of Information and Civic Education, Hon. Chernor Bah announced the decision on Tuesday, September 15, 2026, during the Government Weekly Press Conference at the Miatta Civic Centre in Freetown.

According to Minister Bah, the policy and strategic plan were presented to Cabinet by the Minister of Transport and Aviation during a special Cabinet session focused on the future development of transportation in Sierra Leone.

“The new policy will provide a coordinated framework for building an integrated, safe, secure, affordable, accessible, efficient, sustainable and resilient transport sector,” Bah stated.

The new framework covers Sierra Leone’s land, maritime and aviation transport systems, with interventions expected across several areas of the sector.

These include road infrastructure, public transportation, maritime transport, aviation, road safety, transport-sector financing, institutional governance and electric mobility.

Minister Bah said the policy is significant because it establishes a unified national direction for addressing challenges within the transport sector and improving the movement of people and goods across the country.

The framework also seeks to improve coordination among institutions responsible for transport services while promoting safety, accessibility, affordability and environmental sustainability.

As part of the decision, Cabinet authorised the Minister of Transport and Aviation to work with the Office of the Attorney-General and Minister of Justice, as well as other relevant ministries, departments and agencies, to begin the legislative, regulatory and institutional reforms required to implement the policy.

The reforms are expected to provide the legal and institutional foundation necessary to translate the policy’s objectives into practical interventions across the transport sector.

Minister Bah described the document as a broad and important policy that required Cabinet to dedicate considerable time to reviewing its provisions and implications for Sierra Leone’s development.

The National Transport Sector Policy and Strategic Plan is intended to provide a coordinated approach to improving the country’s transport system while addressing issues of safety, efficiency, accessibility and sustainability.

Its focus on electric mobility also forms part of efforts to incorporate emerging transport solutions into national planning.

The Government expects implementation of the policy to contribute to economic growth, improve connectivity, strengthen road safety and support the development of a more modern, reliable and inclusive transport system.

The approval reflect the beginning of the implementation process, with the Government expected to pursue the necessary legal, regulatory and institutional changes to give effect to the policy between 2026 and 2030.
