President Julius Maada Bio has begun consultations with leaders of Sierra Leone’s registered political parties over his proposed appointment of Mrs Madiana Nyanda Boakae-Samba as Electoral Commissioner for the Southern Province.
The consultation is contained in a letter dated September 8, 2026, from the Office of the President and signed by Secretary to the President Barba B. Fortune.
The letter cites Section 32(3) of the 1991 Constitution, which provides that members of the Electoral Commission are appointed by the President after consultation with the leaders of all registered political parties and subject to parliamentary approval.
Sierra Leone’s Electoral Commission also confirms that presidential appointments to the Commission require consultation with registered political parties and approval by Parliament.
Political party leaders were asked to submit their views on the proposed appointment within three working days of the date of the letter.
The communication was addressed to the chairmen of registered political parties, including the Alliance Democratic Party (ADP), All People’s Congress (APC), Citizens Democratic Party (CDP), National Democratic Alliance (NDA), National Grand Coalition (NGC), Coalition for Change (C4C), National Unity and Reconciliation Party (NURP), People’s Democratic Party (PDP), Peace and Liberation Party (PLP), People’s Movement for Democratic Change (PMDC), Republic National Independent Party (ReNIP), Humble Africans Development Party (HADP), Liberation People’s Party (LPP), Social Rescue Party (SRP), Revolutionary United Front Party (RUFP), Sierra Leone People’s Party (SLPP), United Democratic Movement (UDM), United National People’s Party (UNPP) and Unity Party (UP).
The proposed appointment is subject to the constitutional consultation process and parliamentary approval. Similar consultations were conducted earlier in 2026 ahead of the appointment of Edmond Sylvester Alpha as Chief Electoral Commissioner and Chairperson of the Electoral Commission.
The latest consultation forms part of the constitutional process for appointing members of Sierra Leone’s electoral management body.
