The Ministry of Information and Civic Education (MoICE) has invited qualified professionals to apply for the position of Individual Consultant/Centre Manager to oversee the operations, management and event services of the Miatta Civic Centre in Freetown.

According to the Ministry’s Terms of Reference, applications will close on October 13, 2026, with the successful applicant expected to serve an initial 12-month term, subject to satisfactory performance and the availability of resources.

The Centre, formerly known as the Miatta Conference Center, is being repositioned as a national hub for civic engagement, cultural activities, conferences, creative innovation and digital advancement. It is expected to host government programmes, national conferences, town hall meetings, policy dialogues, exhibitions, workshops, training sessions and other public and commercial events.

The appointed manager will be responsible for the Centre’s day-to-day operations, event coordination, client services, facility maintenance, technical systems, marketing, business development and financial reporting. The role also requires the development of operational procedures, improved booking systems and measures to enhance venue utilisation and generate sustainable revenue while preserving the Centre’s public-interest mandate.

The Ministry is seeking candidates with at least a bachelor’s degree in Event Management, Hospitality Management, Business Administration, Public Administration, Marketing, Management or a related field. Applicants must also have a minimum of five years’ relevant professional experience in conference-centre management, hospitality, event management, facility management or a closely related area.

A master’s degree or relevant professional certification will be an added advantage. Candidates are also expected to demonstrate experience in managing large-scale events, handling technical and audiovisual requirements, preparing budgets, managing clients and coordinating personnel.

The successful applicant will be required to produce key management documents within the first 45 days, including an inception report, a centre management and operations plan, standard operating procedures, an event safety and emergency management plan, and a marketing and business development strategy. Other responsibilities will include maintaining operational and financial records, submitting monthly performance reports and preparing reports following major events.

The appointment will be supervised by the Ministry through the designated Miatta management structure, in coordination with the Directorate of Civic Education and Citizens’ Engagement and other relevant officials.

Interested applicants are required to complete the official application form, providing their qualifications, relevant experience, examples of previous venue or event management work, a brief statement outlining how they would manage and grow the Centre, expected professional fees, two professional referees and an updated curriculum vitae. Applicants must also disclose any potential conflict of interest and indicate their availability to commence work.

Shortlisted candidates may be invited for an interview or practical presentation and may be asked to submit additional supporting documents.

The Ministry has set October 13, 2026, as the application deadline. Further information about the Centre is available at https://miattaciviccentre.info/.
