The Minister of Basic and Senior Secondary Education, David Moinina Sengeh has embarked on a nationwide distribution of teaching and learning materials directly to pupils teachers and schools.

Dr Sengeh posted on his social media handles ”Nationwide, we’re currently working with districts  councils and stakeholders  to distributes materials  directly to our pupils, teachers, and school as part of President Bio Free Quality Education Programme. These materials are not for sale!  

However, in a letter dated 15th February, 2022 the Freetown City Council Justifies their refusal to partake in the said Distribution process

The Education officer at the Freetown City, Rev Dr. Joseph C. Cooper Council has justified their refusal to partake in the distribution of teaching and learning Materials.

In recent times, It could be recalled that the Minister of Basic And Senior Secondary Education, Dr David  Moinina Sengeh expressed his frustration over school materials missing at the Freetown City Council.

The Education officer at the Freetown City Council reacted by stating that the teaching and learning Materials (MTLMS) are always received by the department of Education of Freetown City Council along side with the Deputy Director of Ministry of Basic Senior Secondary Education (inspectorate Division) with a delivery note signed by both parties and verified.

sThe release further pointed out that in the distribution process, the verified by the taking of inventory whether all the beneficiaries can receive the supplies. The Education Officer emphasized that plans are done , preparation of SIVS and other relevant documents for easy Accountability. The Freetown City Council confirm that it is rather unfortunate that none of the above have been done for the Free Quality Teaching and Learning Materials.

The Council further pointed out that the letters of notification for the said distribution are not copied to the Education officer or the department and all plans inventory distribution matrix were done independent of the Freetown City Council, Education Department

The letter concludes that in the light of the above, they regret to say sorry that the Education Department of Freetown City Council cannot join the distribution until all processes of delivery methods are followed for easy Accountability
