Former procurement officer, Unisa Dumbuya has in his second Examination in Chief told the Atuguba commission that during his tenure in the Ministry of Transport & Aviation, two sets of requests for the procurement of vehicles were received; 40 for the Law officers Department, Attorney General & MOJ costing $3,037,408,000 and 40 vehicles for Statistics Sierra Leone at $2,394,000 respectively in 2015 while Leonard Balogun Koroma was substantive Minister of Transport and Aviation.

In response to each request, he went on, “responses and recommendations were preferred by NPPA and Ministry of Finance respectively. However, former Permanent Secretary of the same ministry (Rtd 2014- 2017), Alhaji Abu Bakarr Carew, confirmed that by the time of his handing in 2017, only four vehicles out of the 40 for the Law Officers Department were supplied by Platinum & Co.”

The third witness, who is also the current Snr Procurement Officer in the Ministry of Transport & Aviation John Lamin Foray confirmed after serious pressure on the supplier eleven additional vehicles were supplied, totalling 15 out of forty for the Law Officers Department.

However, the forty requested vehicles were supplied to SSL for the 2015 National Population Census. Proceedings adjourned to Monday 29th July 2019 at 10:00am for cross examination of witnesses.
