The Ministry of Finance has commenced consultations on the review of Sierra Leone’s Public Financial Management (PFM) Act, 2016, as part of efforts to strengthen the country’s financial governance framework.

The Ministry said the review will ensure that the Act reflects emerging best practices in key areas, including economic forecasting, budgeting, public procurement, public investment management, climate finance, financial reporting, institutional governance, and enhanced oversight and accountability.

According to the Ministry, the review process is intended to modernise the existing Act and effectively respond to current challenges while remaining firmly rooted in Sierra Leone’s national context.

The review has benefited from technical support from the Fiscal Affairs Department of the International Monetary Fund (IMF) and work by the Ministry of Finance’s legal team.

The Ministry said the combined efforts have focused on aligning the revised Act with international standards while tailoring it to Sierra Leone’s specific realities.

As part of the consultation process, the Ministry has invited Permanent Secretaries and Vote Controllers, Heads of Agencies, Chief Administrators of Local Councils, and Heads of State-Owned Enterprises to participate in a stakeholder consultation.

The consultation is scheduled for Friday, August 14, 2026, at 9:00 a.m. at the Miatta Civic Conference Centre.

The Ministry of Finance said it values contributions from stakeholders and looks forward to their collective engagement in strengthening Sierra Leone’s public financial management system.
