Sierra Leone’s High-Level Delegation Arrives in Moscow for Russia-Africa Summit
Alusine Ahmed Kargbo A Sierra Leonean delegation comprising senior government officials, cabinet ministers and technical experts has arrived in Moscow, Russia, to attend the 3rd Russia-Africa Summit on October 28–29, 2026.
The delegation is led by Alhaji Timothy Musa Kabba, adviser to President Julius Maada Bio. Its membership includes officials responsible for mining, transport, higher education and finance, as well as representatives of the National Minerals Agency and other government institutions.
Among those attending are Julius Mattai, minister of mines and mineral resources; Ambassador Col. (Rtd.) Alhaji Fanday Turay, minister of transport and aviation; Dr. Haja Ramatulai Wurie, minister of technical and higher education; and Isata Marah, deputy minister of finance II.
Alhaji Hadji Dabo, director general of the National Minerals Agency, is also part of the delegation.
Directors and deputy directors from the Ministry of Mines and Mineral Resources, Ministry of Energy, Ministry of Finance and National Minerals Agency have joined the team.
Their participation reflects Sierra Leone’s interest in expanding cooperation with Russia, particularly in the mining and energy sectors. The delegation is expected to use the summit as an opportunity to discuss areas of mutual interest, potential projects and the implementation of agreements between the two countries.
Sierra Leone and Russia have maintained bilateral relations, with economic cooperation offering opportunities for engagement in areas such as natural resources and energy.
Upon arrival in Moscow, the delegation was welcomed by Sierra Leone’s ambassador to Russia, Mohamed Yongawo, and staff of the country’s embassy.
The summit runs from October 28 to 29, bringing together African and Russian representatives to discuss cooperation and shared development priorities.
