Sierra Leone has successfully passed the Millennium Challenge Corporation’s (MCC) FY2027 scorecard, marking a notable improvement by meeting 11 of 22 indicators. This achievement is up from nine indicators last year and includes satisfying the mandatory requirements on personal freedom, control of corruption, and accountability.

According to a press release issued by the Government of Sierra Leone’s Ministry of Information and Civic Education on November 6, 2026, the positive results reflect continued progress under the leadership of President Julius Maada Bio in strengthening governance, stabilising the economy, and improving conditions for investment.

Last year, the MCC expanded its scorecard from 20 to 22 indicators, introducing new measures across economic freedom, investment in people, and governance. Sierra Leone’s improved overall results demonstrate significant progress under this revised framework, featuring several key milestones:

Two New Passes: The inflation figure used in the scorecard dropped dramatically from over 28% to 7.6%, while the country successfully passed the newly introduced measure for business registration and the wider business environment.

Sustained Governance Performance: Sierra Leone passed five out of six “Ruling Justly” indicators, which include Personal Freedom, Government Accountability, Control of Corruption, Rule of Law, and Freedom of Information.

Strong Education and Inclusion Results: The country ranked impressively at the 97th percentile for Girls’ Primary Education Completion and the 88th percentile for Women in the Economy among countries in its income group.

While celebrating these achievements, the government acknowledged areas requiring further action and progress, including health, natural resource protection, access to credit, and employment opportunities. Workforce Development was left unscored due to unavailable country data for this assessment cycle, though the MCC confirmed that information received after data finalisation shows Sierra Leone passes Health Expenditures.

Looking ahead, the government stated it will use these findings to guide future reforms and turn progress into better services, jobs, and opportunities.

The Sierra Leone government expressed gratitude to the MCC and the United States for their continued partnership, highlighting joint initiatives such as the implementation of the $494 million Energy Compact aimed at delivering more reliable electricity.
