The National Revenue Authority (NRA) has introduced new procedures governing the exit of containers from the Queen Elizabeth II Quay in Freetown on Sundays, requiring importers and exporters to provide advance notice before containers can be moved out.
The new arrangement, announced in a public notice issued on Thursday, August 27, 2026, follows resolutions reached during the Chief Minister’s Problem Solving Sessions in July 2026.
Under the procedures, importers and exporters wishing to exit containers on Sundays must submit a written request to the Commissioner General of the NRA at least 48 hours before the scheduled operation.
Requests must include a comprehensive list of the containers intended for exit, together with supporting documentation required for the Authority’s review, reconciliation and reporting.
The NRA listed the required documents as Bills of Lading, Commercial Invoices, Payment Receipts, Release Orders and declaration references.
To facilitate timely processing, the Authority has advised stakeholders to submit their requests no later than 12:00 p.m. on the Friday preceding the Sunday operation.
The NRA also stated that priority will be given to importers and exporters with a minimum of 30 containers.
Sunday container exit operations at the Queen Elizabeth II Quay will be conducted between 10:00 a.m. and 5:00 p.m.
The new procedures apply to importers, exporters, trade operators, port users, clearing and forwarding agencies and other stakeholders involved in container-related activities.
The NRA has urged all affected stakeholders to comply with the requirements and submit complete documentation within the stipulated timeframe to support the timely review and approval of Sunday container exit requests.
