European Union Suspends Support to Sierra Leone Over Bolle Jos Extradition Dispute

The European Commission has reportedly suspended financial aid payments to Sierra Leone over the country’s alleged refusal to arrest and extradite Dutch drug trafficker Jos Leijdekkers (Bolle Jos), according to Dutch Justice and Security Minister David van Weel.

Van Weel told Dutch newspaper De Telegraaf that the European Commission had halted payments to Sierra Leone following the country’s lack of cooperation in efforts to secure the extradition of Leijdekkers, also known as Bolle Jos.

Leijdekkers, a convicted Dutch drug trafficker and wanted fugitive, has been the subject of an extradition request by the Netherlands. Reuters reports that he was sentenced in absentia to 24 years in prison in the Netherlands for cocaine trafficking, while he has also received lengthy sentences in Belgium.

The suspended funding includes €18 million that Sierra Leone was expected to receive this year, according to Reuters. Van Weel said a further €22.5 million earmarked for next year could also be suspended if Sierra Leone continues not to cooperate with efforts to bring Leijdekkers to justice.

The Netherlands has been pressing European partners to increase pressure on Sierra Leone over the case. Dutch government documents earlier this year indicated that the Netherlands was pursuing measures at European level to encourage Sierra Leone to cooperate on Leijdekkers’ arrest and extradition.

The development comes amid wider European concern over international drug trafficking and the activities of fugitives accused or convicted of serious drug-related offences. European parliamentary research has also identified Leijdekkers as a significant figure in the international cocaine trade.

Sierra Leone was allocated hundreds of millions of euros under the EU’s 2021–2027 cooperation framework. However, reports indicate that the current measure concerns specific financial payments rather than an immediate cancellation of the entire EU-Sierra Leone cooperation programme.

The European Commission and the Government of Sierra Leone had not immediately issued detailed public statements on the reported suspension when Reuters published its report.

The aid suspension marks a major escalation in the diplomatic dispute between Sierra Leone and European authorities over the extradition of Leijdekkers and could further intensify calls for clarification from the Sierra Leonean authorities on the case.
