Every Citizen is Guilty of Electricity Theft – Andrew Keili

29 May 2025 • 2 min read • 4,053 views • 14 comments

Andrew Keili, Board Chairman of the Electricity Distribution and Supply Authority (EDSA), accused every citizen of electricity, saying the country is losing half of its electricity through technical faults and illegal connections.

In a recent interview on Radio Democracy, he explained that even if EDSA collected all the money it’s supposed to, the electricity system would still be in bad shape. But things are worse now because 50% of the electricity being produced is not reaching paying customers.

He said part of the problem is technical, pointing to overloaded transformers and faults in the distribution system. But most of the loss, according to him, is due to theft.

“It starts from big industrial and commercial customers,” he said. “Everybody is at fault. Nobody is exempted. Everybody is stealing electricity. And this has to stop.”

His statement suggests the theft may include offices and people in high places.

Keili also disclosed that EDSA is working on reforms. He added that they have held meetings with the Chief Justice and with Dr. Kandeh Kolleh Yumkella. Plans are underway to create a special electricity court and to revise the electricity law to make penalties for stealing power stronger.

EDSA is also working with the Law Officers Department to support this effort.

Keili said real change will only come if there is honesty from all users and strong enforcement of the rules.

My bro, let’s take politics out of this fact from Mr. Kellie. He’s saying the truth stealing of power, cables, fuel n destroying of transformers is rampant in Salone. Until we stop these stealing, Salone will remain a blackout nation
Punitive measure should be put in place to deter thieves n rogues from these wicked acts against hardworking Sierra Leoneans

He doesn’t seem to know his job. Do you think all sierra leoneans are thieves?, Just as you politicians? Some of us do have what is called integrity, dignity, faithfulness and uprightness. I solemnly demand an apology from him, and let him perfect his skills and expertise in doing his job.

How sierra leonens would not Indulge in electricity theft when you buys 200, 00 light it cannot last you for even 2 weeks ,mind you the minimum salary rate in sierra leone is 1,500 a month, let’s say you spend 800 ,00 just on electricity alone what is left for you to feed on fr the whole month , mr Kelly you don’t need to say ,you’re perfectly right if there’s a sierra leonenen that is not indulge in electricity theft is just 1 or 2 percent , all this is because of the high tariffs you just bring down the tariffs you will see if EDSA would not meet to it’s target fr the month,nr una begin am so sierra leoneans dae finish am fr una, shame on you

It is a fact that 40% of electricity is been stolen, why all this insult, you guys want electricity for free ignoring the fact that without bill payment electricity cannot be sustained.
I’ve being approached sevaral times to have my meter fixed which i vehemently refused.

Who is to be blame for electricity theft? We have a serious corrupt system and a racketeering in function in this country. Majority of the civil servants in this country are emulating the miss guided steps of their elite politicians and working for their personal gain. Instead of working for the progress of the country, their primary focus is on stealing the state resource. Majority of workers in the NPA or EDSA are collaborating with the consumers to steal light. If only they are on the rightful trajectory of developing this country, nothing like that would have been seen. So there’s a need for overhauling of the entire system of EDSA if we want to have a sustainable light in this country.
