The review of the Sierra Leone Water Company (SALWACO) Act of 2017 has reached a significant milestone following the Technical Working Group’s final meeting, paving the way for stakeholder validation and government approval.

The meeting marked the conclusion of the technical review phase, with stakeholders reaching consensus on key reform proposals aimed at modernising the Act and strengthening governance within Sierra Leone’s water sector.

Discussions focused on refining and endorsing recommendations developed throughout the review process. The proposed amendments address critical areas, including institutional governance, operational efficiency, service delivery, and regulatory oversight.

The session was led by the Ministry of Water Resources and Sanitation and brought together key stakeholders from across the water sector, providing an inclusive platform to align the legislation with current operational challenges and national development priorities.

SALWACO played a central role in the review through its Company Secretary, Mrs. Mayiwa Sia Macauley, Esq., who coordinated the institution’s technical contributions. Her work was guided by the Managing Director, Ing. Tiideni Hawa Jabbi, and the Chief Utility Director, Ing. Abdul Ben Lebbie, ensuring that the utility’s operational realities were reflected in the proposed reforms.

With the technical review now complete, the process will move to stakeholder validation and formal government approval.

The proposed reforms are expected to strengthen SALWACO’s legal and institutional framework, positioning the utility to deliver more efficient, reliable, and sustainable water services across Sierra Leone.
