Sierra Leone’s Minister of Internal Affairs, AIG (Rtd) Morie Lengor Esq., and Russian Ambassador to Sierra Leone Andrey Stolyarov have agreed to strengthen security cooperation through practical measures aimed at improving law enforcement capacity.
The discussions focused on implementing the Memorandum of Understanding (MoU) signed between Sierra Leone and Russia in May 2025 during Minister Lengor’s visit to Moscow, where he met with Russia’s Minister of Internal Affairs, Vladimir Kolokoltsev.
Minister Lengor said there was a need to move beyond the existing agreement and focus on practical initiatives that would directly enhance the capacity of Sierra Leone’s security institutions.
Ambassador Stolyarov proposed the creation of a joint technical working group to coordinate activities under the cooperation framework. The proposed team would support information sharing, improve investigative capabilities, and facilitate collaboration on cases requiring specialized expertise.
Minister Lengor emphasized the importance of capacity building, highlighting the need for training, retraining, and advanced professional development programmes for Sierra Leone’s security personnel.
He specifically noted that the Office of the Chief Medical Examiner could benefit from specialized training and equipment support to strengthen its operations.
Both sides agreed that the technical working group would develop an implementation roadmap outlining short- and long-term priorities for the partnership.
Minister Lengor expressed confidence that increased collaboration, particularly in ongoing joint investigations and institutional strengthening, would further deepen security relations between Sierra Leone and Russia.
