The Sierra Leone Ports and Harbours Authority (SLPHA) has emerged as the best-performing agency under the Ministry of Transport and Aviation in the 2025 Mid-Term Inter-Agency Performance Scorecard.
The authority received a Grade A with a score of 70.1 percent, coming out ahead of seven other agencies evaluated in the sector.
The evaluation focused on five key areas that are important for measuring an agency’s overall performance. These areas included how well SLPHA planned and put strategies in place, the quality of its management and leadership, the services it provides to the public, how it handles its finances, and its efforts to maintain transparency and fight corruption. In all of these areas, SLPHA showed strong results that helped it secure the top position in the ranking.


This ranking adds to Sierra Leone’s growing reputation as a maritime hub in West Africa. The strong performance by SLPHA is expected to bring more investment into the country’s port and shipping industry. It will also support economic growth and help improve trade connections between Sierra Leone and other countries in the region.

Leadership at SLPHA, under Director General Yankuba Askia Bio, has focused on updating and modernizing port operations, making the authority more efficient, and improving the quality of service for customers. These efforts have played an important role in the authority’s success. With continued strong leadership in the sector, SLPHA aims to attract even more investment, support sustainable economic growth, and help Sierra Leone become more competitive in regional and international trade.
