The acting Deputy Vice President for Africa at the Millennium Challenge Corporation (MCC), Alicia Robinson-Morgan, on Tuesday, 19th May 2026, made a courtesy call to the acting Minister of Finance, Madam Kadiatu Allie.
She is on a week-long official visit to Sierra Leone, Her visit, which will run from May 18th to May 22nd, 2026, comes as MCC’s Sierra Leone Compact enters its critical “pre-implementation” phase.
In her role overseeing the multi-country Africa portfolio within MCC’s Department of Compact Operations, Alicia’s visit marks a pivotal step forward in the landmark partnership between MCC and Sierra Leone.

During the meeting, the Deputy Vice President and the acting Minister of Finance discussed critical issues related to the pre-implementation phase of the MCC compact.
Alice Robinson-Morgan acknowledges the progress made so far in the pre-implementation phase, citing progress in procurement and recruitment processes and clarity on the country’s contribution.
Additionally, the ag. Minister of Finance, Kadiatu Allie, welcomed the Deputy VP to Sierra Leone, expressed satisfaction with the progress so far, and reaffirmed the government’s commitments to its obligations in the Compact agreement.
Finally, the Financial Secretary Matthew Dingie, Steven Gruda, MCC Resident Country Director, Nyade Sesay, Chief Executive MCA-Sierra Leone, and Director of Fiscal Risk Division, Ministry of Finance, all discussed pertinent issues around taxes, the reforms in the energy sector, the government’s contribution, and other related issues to ensure the Compact implementation process starts in 2027.
