All People’s Congress (APC) Parliamentary Leader Abdul Kargbo has said the Speaker of Parliament has no constitutional authority to amend Sierra Leone’s Constitution without the required two-thirds majority of Members of Parliament.
Kargbo made the statement during an interview on Saturday, August 15, 2026, while discussing the recently debated constitutional amendment process.
He argued that any attempt to alter the Constitution without following the required constitutional procedure would be invalid, stressing that a simple majority cannot be used to amend the country’s supreme law.
“If someone touches the Constitution illegally, procedurally improperly, or without the required two-thirds majority, then the Constitution has not been amended,” Kargbo said.
He maintained that the constitutional authority to approve such amendments rests with Parliament acting in accordance with the prescribed requirements, rather than with the Speaker acting independently.
Kargbo said the lengthy consultations and lobbying among Members of Parliament during the amendment process demonstrated the importance of securing the required support for constitutional changes.
He further stated that the APC and other MPs stood firm on the constitutional procedure and did not support any attempt to bypass the required parliamentary threshold.
His comments come amid continued political debate over the legality and procedure surrounding the constitutional amendment process.
