Sierra Leone, Uganda Exchange Strategies to Strengthen Fight Against Corruption
The Head of Public Relations at Sierra Leone’s Anti-Corruption Commission (ACC), Alex A. Bah, has engaged Uganda’s Deputy Inspector General of Government, Dr Patricia Achan Okiria, to exchange strategies and best practices for strengthening the fight against corruption.
The engagement took place on Thursday, 29 October 2026, during a courtesy visit by Mr Bah to the headquarters of Uganda’s Inspectorate of Government (IG) in Kampala.
Discussions focused on anti-corruption enforcement, asset declaration, non-conviction-based asset recovery, public education, strategic communication and institutional accountability.

Mr Bah highlighted Sierra Leone’s anti-corruption achievements under the leadership of ACC Commissioner Francis Ben Kaifala, outlining the Commission’s asset declaration regime, non-conviction-based asset recovery model, National Anti-Corruption Strategy and public education initiatives.
He emphasised the importance of combining strong enforcement with preventive measures, effective communication and citizen participation to build public confidence and promote a culture of integrity.
Dr Okiria shared insights into Uganda’s anti-corruption framework, particularly its asset declaration system, enforcement of the Leadership Code of Conduct and efforts to ensure compliance among public officials.
She also discussed the Inspectorate’s approaches to public relations, strategic communication and public engagement, stressing the need to educate citizens, communicate institutional interventions effectively and strengthen public confidence in anti-corruption processes.

The two sides further explored approaches to corruption prevention, accountability and institutional effectiveness, highlighting the importance of stakeholder collaboration and public participation in promoting good governance.
Both institutions acknowledged shared challenges and opportunities, emphasising the need for sustained knowledge-sharing, mutual learning and the exchange of best practices among African anti-corruption bodies.
The engagement concluded with an exchange of institutional publications and souvenirs. Uganda’s Inspectorate presented its Strategic Plan, Annual Abstract and other information materials outlining its priorities, achievements and operational approaches.
