The Tertiary Education Commission has officially announced the opening of applications for two key leadership positions Executive Secretary and Finance Manager as part of efforts to strengthen governance and financial management within the country’s higher education sector.

As the regulatory body responsible for overseeing the growth and quality of tertiary education, the Commission described the appointments as critical to enhancing institutional effectiveness and accountability.

According to the announcement, the Executive Secretary will serve as the chief administrative officer of the Commission, providing strategic leadership and overseeing its day-to-day operations. The role involves advising the Government and the Ministry of Technical and Higher Education on human capital development, leading sector-wide quality assurance initiatives, implementing the Commission’s strategic plan, and coordinating engagement with stakeholders and international partners.

Applicants for the position are required to possess a PhD or its equivalent in higher education, public policy, or management, along with at least 10 years of relevant professional experience, including a minimum of five years in a senior leadership role.

In addition, the Commission is seeking a qualified Finance Manager to ensure prudent financial management and compliance with the Public Financial Management Act. The successful candidate will be responsible for preparing annual budgets, producing financial reports for the Ministry of Finance and development partners, coordinating audits, maintaining internal controls, and overseeing donor-funded programmes, scholarships, and government subventions.

Candidates applying for the Finance Manager position must hold an ACCA qualification or its equivalent, alongside a Master’s degree in accounting, and have at least five years of experience in a senior financial management role.

Interested applicants are required to submit a detailed curriculum vitae, copies of relevant certificates, and contact details for three referees, including one from their most recent place of work.

Applications should be addressed to the Chairman of the Commission and submitted through the Ministry of Technical and Higher Education at the Sababu Building, New England Ville, Freetown.

The deadline for submission is close of business on April 30, 2026.
