His Excellency President Brigadier General (Rtd.) Julius Maada Bio has announced a series of new governmental appointments, subject to parliamentary approval where required.
The announcement was made official in a public notice issued on Wednesday, October 30, 2025, and signed by the Secretary to the President, Dr. Barba B. Fortune.
Leadership Overhaul at National Disaster Management Agency
President Bio has named new leadership for the National Disaster Management Agency (NDMA), a critical body for the country’s emergency response and resilience planning.
Mr. John V. Rogers has been appointed Director General, responsible for steering the agency’s strategic direction and operational effectiveness.
Sulaiman B. Sowa (Esq.) will serve as Deputy Director General, supporting the agency’s leadership and management.
New Role at National Commission for Social Action
In a related social development appointment, Dr. Susan Roberts has been named Deputy Commissioner of the National Commission for Social Action (NaCSA), which implements social safety net and poverty reduction programs nationwide.
Board Leadership for National Shipping Agency
The Sierra Leone National Shipping Agency will also see new board appointments:
Mr. Noah Mansaray – Chairman of the Board
Mr. Gideon Gbappy – Board Member
