Chief Minister Dr. David Moinina Sengeh has emphasized the importance of good politics in strengthening governance and driving development in Sierra Leone.
Speaking on recent government efforts, Dr. Sengeh highlighted two major political processes that are positively impacting governance: the Agreement for National Unity (ANU) and the Tripartite Process.
Signed in 2023 between the Government and the opposition APC, the ANU comprises eight resolutions aimed at fostering collaboration and transparency. The eighth resolution established a team of “moral guarantors” tasked with monitoring and supporting the implementation of the agreement. According to Dr. Sengeh, reports from these guarantors indicate that all resolutions have been fully implemented. A comprehensive review of the ANU is scheduled for April 2026, where the entire team of moral guarantors will assess progress.
Resolution three of the ANU created the Tripartite Committee, which produced 80 recommendations on improving governance. In response, the government established a Steering Committee, chaired by Dr. Sengeh, to oversee the implementation of the Tripartite Report. The committee convenes quarterly, with its first meeting of the year held recently.

The meeting was attended by a wide range of stakeholders, including five Cabinet Ministers, three Mayors and Council Chairs, three Paramount Chiefs, representatives from SLAJ, the Bar Association, APPA, APWA, several heads of agencies and departments, civil society organizations, and development partners represented by the UN Resident Coordinator. Notably, APC and SLPP Members of Parliament, along with Mayors and Chairmen of APC-controlled councils, were absent. Dr. Sengeh reaffirmed that the government continues to maintain an open-door approach for all stakeholders to participate in dialogue.

Significant Progress on Tripartite Recommendations-Notable achievements include advances in constitutional reforms in Parliament. The latest report on implementation is publicly available on the Secretariat of the Tripartite Report Steering Committee website.

Extension of Steering Committee Mandate-It was recommended that the Steering Committee’s term be extended by at least six months to allow a full monitoring and evaluation exercise. Terms of Reference (TORs) will be updated, and responsible institutions, including the ONS, ECSL, and PPRC, will continue to ensure completion of recommendations.
As both the Chief Negotiator and signatory of the ANU and the Chairman of the Tripartite Steering Committee, Dr. Sengeh expressed pride in the tangible progress being made across multiple institutions. He stressed that when politics are placed aside and national development prioritized, it becomes evident that Sierra Leone is delivering on its governance commitments.
