The Chief Administrator of Makeni City Council, Mr. Daniel Kpukumu, has been ordered to appear before the Parliamentary Oversight Committee on Transparency following his failure to attend a scheduled session on August 19, 2025.

The committee, chaired by Hon. Ambrose Maada Lebbie, is conducting an oversight mission in Makeni, the Northern Regional headquarters of Bombali District, to review issues raised in the Auditor General’s 2023 report. The report outlines concerns regarding financial management and operational practices at the council.

According to committee members, Kpukumu’s absence obstructed the committee’s work and undermined parliamentary authority. Lawmakers cited Section 95 of Sierra Leone’s 1991 Constitution, which treats non-compliance with parliamentary summons as contempt of Parliament.

The oversight mission is being carried out under the Local Governance Act of 2022 (as amended), which requires local government officials to cooperate with inspections aimed at promoting accountability and transparency.

Kpukumu has been directed to appear at the Bombali District Council Hall today to explain his absence. The committee has warned that further non-compliance could lead to legal action, including possible arrest.

Hon. Lebbie emphasized that Parliament would continue to hold public officials accountable, noting that both actions and inactions of local authorities are subject to scrutiny as part of Sierra Leone’s broader governance reforms.
