Dr. Emmanuel Gaima is set to step down from his position as Secretary to President Julius Maada Bio, sources close to State House have told Sierraloaded.
The development follows his recent appointment as the Principal Executive Adviser to the President on Public Service and Head of the Public Sector Reform Unit.
The State House confirmed Dr. Gaima’s new appointment in a press statement released on Thursday, May 22, 2025, signed by Press Secretary to the President, Yusuf Keketoma Sandi Esq.
In his new capacity, Dr. Gaima will report directly to President Bio and hold the status of a cabinet minister, though he will not directly participate in cabinet meetings. His expertise is expected to continue influencing public policy within the country.
Sorie Fofanah of Global Times affirmed the change, stating, “Dr Emmanuel Gaima is no longer Secretary to the President. He has been appointed to a new role. He reports directly to the President. Even though he does not sit in cabinet meetings, he carries the status of a cabinet minister. He is a highly respected public policy guru.”
The State House statement highlighted that Dr. Gaima’s new role aligns with President Bio’s 2023 Presidential Election Manifesto, which identified the “Revamping of the Public Service Architecture” as one of its “Big Five Game Changers.” Dr. Gaima is expected to lead initiatives aimed at reforming the public sector, ensuring the conceptualization and effective implementation of changes across government agencies.
Dr. Emmanuel A.R. Gaima was appointed Secretary to the President on July 1, 2024, succeeding Julius F. Sandy. Prior to that appointment, he served as the government’s lead representative in the Independent Cross-Party Committee on Electoral Systems and Management Bodies Review, commonly known as the Tripartite Committee.
