The Office of the Chief Minister has published the 2025 Ministerial Performance Contract Report, highlighting improved government delivery despite reduced financial allocations.

Chief Minister David Moinina Sengeh stated that the report underscores the government’s continued commitment to accountability, transparency, and civic engagement, emphasizing that the National Development Plan remains the primary framework for assessing government performance and delivery.

Key Highlights from the 2025 Report

The report revealed significant progress across ministries and government institutions in 2025:

A total of 89 Cabinet Papers and 145 ministerial agreements were approved, with most ministries meeting the minimum requirement of five Cabinet Papers and two agreements.

Compliance with the Service Delivery Charter stood at 53.1 percent, with 19 ministries achieving the minimum target of 50 percent.

Compliance rates for procurement, audit, strategic plans, and annual work plans ranged between 70 percent and 76.9 percent.

lMinistries reported appropriation-in-aid estimated at USD 0.88 billion, while domestic revenue mobilisation reached Le 21.1 billion.

Ministries conducted 1,355 citizen engagement activities and introduced 133 service delivery innovations.

The overall performance score stood at 78 percent, representing aggregated outputs against agreed minimum targets.

The Economic Management Cluster outperformed other sectoral clusters, recording an average score of 83.1 percent.

In terms of target achievement, ministries fully achieved 62 percent, partially achieved 22 percent, and failed to achieve 16 percent of their goals.

Chief Minister Sengeh emphasized that the findings demonstrate steady progress in public sector performance and reaffirm the government’s determination to strengthen service delivery across all ministries. He noted that, despite tighter financial envelopes, the government achieved higher results in 2025 compared to 2024, particularly in the implementation of Cabinet conclusions, audit recommendations, and other compliance indicators, which improved by over 100 percent.

The report reflects the government’s continued commitment to results-oriented governance, fiscal prudence, and enhanced engagement with citizens to ensure more effective service delivery across Sierra Leone.
