The Parliamentary Committee on Communications, Technology and Innovation has expressed concerns over the availability of 4G and 5G mobile networks in Sierra Leone, citing discrepancies between telecommunications companies’ advertisements and actual service quality.
During recent oversight visits to ministries, departments, and agencies in the communications sector, Committee Chair Hon. Boston Munda said the exercise was part of Parliament’s mandate to assess institutional performance, identify challenges, and ensure accountability in the country’s digital development.
Hon. Munda noted that many rural areas continue to rely on 2G and 3G networks despite claims of high-speed coverage. He called on the Ministry of Communications to enforce stricter service standards to ensure reliable nationwide connectivity.
Minister of Communications, Technology and Innovation Salima Monorma Bah outlined recent sector developments, including the launch of Sierra Leone’s first open access 5G network, rural connectivity projects, cybersecurity improvements, a centralized government email platform, and ICT training programs for 1,500 youths. She acknowledged persistent challenges at Sierratel, SALPOST, and in the legislative framework governing digital services.
The committee also met with mobile operators. Africell CEO Shadi Gerjawi highlighted the company’s preparations for 5G and its investments in education, health, and youth programs. Lawmakers commended Africell for affordability and coverage but urged improvements in rural service delivery.
Orange Sierra Leone CEO Sekou Amadou Bah reported progress on 4G upgrades, 5G readiness, and efforts to integrate solar energy into operations. The committee praised the company’s staff welfare initiatives and technological innovation while emphasizing the need to enhance customer experience.
The committee stressed that telecommunications providers must align their marketing claims with the actual network performance experienced by citizens, particularly in underserved communities, as Sierra Leone advances its digital transformation agenda.

Ever since even in urban areas, we still living in 2G and 3G networks, there’s nothing like 4G and 5G in these mobile operators in Sierra Leone
