The Senior Director of Finance and Budget at National Revenue Authority (NRA), Mr. Ibrahim Joseph Kormoh, has been interdicted with immediate effect without pay for alleged disregard for the Authority’s training policy, procedures and guidelines.
In a letter dated 8th October, 2025 the Commissioner General of NRA, Madam Jeneba Bangura, instructed Mr. Kormoh to submit “All properties and/or items belonging to the Authority including but not limited to your official vehicle etc…Also, I instruct you not to conduct any official matters on behalf of the Authority during this period.”
Reports state that, Mr. Kormoh had meritoriously secured a three-week senior executive management course at Harvard Kennedy School of Economics in America at no cost to NRA. But he needed a recommendation letter from the Authority.
It is alleged that, the Commissioner General showed no interest in recommending Mr. Kormoh for the fully-funded course by UNDP. Mr. Komoh sought and got clearance from the Board Chairman to attend the course.
The Board Chairman, Kabineh Kallon, admitted to the Global Times that he instructed Director Alfred W. Sama to write and request approval on his behalf for Mr. Kormoh to attend the senior executive management course at Harvard Kennedy School of Economics.
Mr. Kabineh Kallon wrote, “Please instruct the Acting Commissioner General to write the recommendation letter as requested by Mr. Kormoh”
Nobody knows why the Commissioner General overturned the approval given by the Board Chairman.
When contacted, Madam Jeneba Bangura told the Global Times that, she didn’t overturn the Board Chairman’s decision. “All I did was to query Mr. Kormoh…Asking him why he went above my office to the Board. Mr. Kormoh applied for the program without seeking my approval as head of the institution, which is against NRA’s training policy…I interdicted him because he refused to appear when the disciplinary committee invited him”.
In a letter addressed to the Commissioner General dated 25th September, 2025 Mr. Kormoh said, “I do not feel that my actions have in way shown any clear disrespect for your office and abuse of processes. I engaged you for the recommendation letter in line with the training guidelines and policy. You advised I seek Board approval. I sought Board approval. Your Acting Commissioner wrote the letter on the instructions of the Board. So, I do not feel that I have violated any processes and procedures”. Investigations continue!
