The Ministry of Technical and Higher Education (MTHE) and the Ministry of Basic and Senior Secondary Education (MBSSE) have held an emergency meeting to review progress and agree on key actions for the completion of the 2025/2026 Education Sector Analysis (ESA).

The meeting, held on Monday, was attended by the Minister of Basic and Senior Secondary Education, Conrad Sackey, the Deputy Minister of Technical and Higher Education, Sarjoh Aziz-Kamara, senior officials from both ministries, and representatives of development partners.

According to officials, the ESA process has faced significant delays since the initial meeting in August. Participants acknowledged the need for renewed urgency and stronger inter-ministerial coordination to meet agreed timelines.

To accelerate progress, the two ministries agreed to recruit a combination of national and international consultants to lead the ESA exercise.

They also resolved to establish a Technical Working Group and a Steering Committee comprising representatives from both ministries and development partners to provide oversight and strategic direction throughout the process.

The meeting further agreed to expedite procurement and recruitment procedures to ensure prompt advertisement, shortlisting, interviewing, and hiring of consultants.

Additionally, participants committed to finalizing and circulating the Terms of Reference (ToR) for review by partners, as well as developing a coordinated timeline that aligns with all procedural requirements for timely completion of the analysis.

All participants reaffirmed their commitment to stronger coordination, prompt feedback on circulated documents, and active participation in governance bodies to ensure the successful and timely completion of the 2025/2026 Education Sector Analysis.
