The Public Sector Reform Unit (PSRU), under the Ministry of Public Administration and Political Affairs, on Thursday presented the Management and Functional Review (MFR) Reports of four key Elections Management Bodies (EMBs) to Chief Minister Dr. Moinina David Sengeh.
The presentation took place at the Conference Hall of the Office of the Chief Minister and is part of ongoing efforts to strengthen governance, accountability, and institutional effectiveness within Sierra Leone’s electoral and democratic framework.
The MFRs were conducted in line with the Tripartite Agreement under the National Unity framework, which mandates comprehensive reviews of the Electoral Commission of Sierra Leone (ECSL) and other key EMBs. The exercise also aligns with Pillar Five of the Medium-Term National Development Plan (MTNDP), focused on revamping public service architecture, and Strategic Pillar One of the national roadmap for public service reform.
According to the PSRU, the reviews assessed management structures, functional mandates, operational efficiency, and institutional capacity, with the aim of identifying gaps and recommending reforms to enhance performance and public confidence.
The four institutions covered in the review are:
- The Political Parties Regulation Commission (PPRC)
- The Independent Media Commission (IMC)
- The Sierra Leone Broadcasting Corporation (SLBC)
- The Independent Police Complaint Board (IPCB)
Representatives of these institutions formally endorsed the findings and recommendations. An action plan was jointly agreed upon to guide the implementation of the proposed reforms.
Officials described the validation and endorsement of the MFR Reports as a significant milestone in advancing institutional reform, strengthening democratic governance, and sustaining peace and national unity in Sierra Leone.
The action plan is expected to support improved coordination, accountability, and effectiveness among the EMBs, in line with the broader objectives of public sector reform and national cohesion.
