The Minister of Public Administration and Political Affairs, Hon. Amara Kallon, on Tuesday, March 3, 2026, presented a report to the Japanese International Cooperation Agency (JICA) on behalf of seven civil servants who attended a Kaizen training program at the Civil Service Training College of Ghana.

The training, funded by JICA and coordinated by the Ministry of Public Administration and Political Affairs (MoPAPA), marked a significant step in enhancing the capacity of Sierra Leone’s public servants.

In his address, Minister Kallon highlighted that this was the first time a coordinated approach had been established for the Kaizen program, emphasizing the Ministry’s central role in organizing and managing the entire initiative.

Today, we present the report to JICA, outlining the progress and recommendations from the training attended by our civil servants,” Kallon said.

The Kaizen approach, a Japanese method for continuous improvement, is designed to enhance service delivery and operational efficiency within the public sector. Based on the report, several key recommendations emerged from the training engagement.

These include a national rollout of the Kaizen approach across various public service sectors, the integration of Kaizen into the curriculum of the soon-to-be-established Public Service Academy, and the inclusion of the Kaizen methodology in the orientation programs for new civil servants during recruitment.

Additionally, the report called for the establishment of a three-year project to roll out the Kaizen approach in collaboration with JICA.

Minister Kallon expressed his gratitude to JICA for its ongoing support in strengthening the capacity of Sierra Leone’s civil servants.
