The Ministry of Finance, through its Public Debt Management Division and with support from the Enhancing Efficiency in Public Debt Management Institutional Support Project (EEPDMISP), has successfully concluded a three-day capacity-building workshop aimed at strengthening public debt management across key government institutions.
Held from July 1 to 3, 2026, at the Family Kingdom Conference Hall in Aberdeen, Freetown, the training brought together Economists, Budget Officers and Accountants from selected Ministries, Departments and Agencies (MDAs), including the Ministry of Finance, Ministry of Health, Ministry of Agriculture and Ministry of Defence.
The workshop was designed to improve participants’ understanding of public debt management, fiscal policy analysis, and the risks associated with poor debt management and government borrowing. It also sought to equip government officials with the knowledge and skills required to support sustainable public financial management.
Participants received training on a wide range of topics, including public debt fundamentals, key stakeholders in debt management, Sierra Leone’s debt dynamics, government borrowing, debt transparency and accountability, the legal framework governing public debt, and the economic and social implications of debt.
Speaking at the closing ceremony, Deputy Director of the Public Debt Management Division, Charles Conteh, expressed appreciation to the African Development Bank (AfDB), through the Government of Sierra Leone, for financing the initiative. He noted that the grant would significantly enhance public debt management by strengthening the technical capacity of government officials responsible for economic planning and fiscal management.
Mr Conteh urged participants to apply the knowledge acquired during the training in their respective institutions, emphasising that effective public debt management is essential for promoting fiscal discipline, economic stability and sustainable national development.
He further disclosed that the Public Debt Management Division intends to extend similar capacity-building programmes to staff of Local Councils across the country, recognising their critical role in implementing government projects and supporting prudent financial management at the local level.
The training forms part of the Ministry of Finance’s ongoing efforts to strengthen public financial management systems, promote responsible borrowing practices and ensure greater transparency and accountability in the management of Sierra Leone’s public debt.
