The Millennium Challenge Account (MCA) in Sierra Leone has opened recruitment for three top-tier director positions to steer the financial, operational, and public image of the nation’s $500 million energy compact.
The organization is currently accepting applications for a Director of Procurement, a Director of Finance, and a Director of Communications and Public Affairs.
The MCA-Sierra Leone, in collaboration with the Government of Sierra Leone and the U.S. Government’s Millennium Challenge Corporation (MCC), is responsible for delivering projects designed to address development challenges in the country. The $500 million compact focuses specifically on the Power Sector Reform Project, the Transmission Backbone Project, and the Distribution and Access Project.
The Roles
All three positions are based in Freetown and require significant experience in their respective fields:
Director of Procurement: This executive will lead the procurement unit and manage the Procurement Agent contractor. Responsibilities include overseeing the development of procurement plans, leading negotiations with contractors, and ensuring compliance with MCC procurement policies. Candidates require a minimum of 10 years of experience in senior positions managing projects involving goods, works, and services.
Director of Finance: The Finance Director will hold overall responsibility for the strategic management of the compact’s budget and financial health. Duties include forecasting cash flows to ensure funds disbursement, managing the Fiscal Agent, and overseeing financial audits. A minimum of 10 years of experience in finance and accounting management is required.
Director of Communications and Public Affairs: Functioning as the official spokesperson for MCA-Sierra Leone, this director will lead media outreach and public information campaigns. They will be responsible for developing an integrated communications strategy to promote the compact’s achievements to local and national stakeholders. Applicants should have approximately 10 years of experience in corporate or public communications, with at least three years at a senior management level.
Compensation and Benefits
The basic salary scale for these positions ranges up to 42,409 SLE per month.
In addition to the base salary, MCA-Sierra Leone offers a substantial benefits package, including:
Rent Allowance: 25% of basic salary.
Transportation Allowance: 30% of basic salary.
Annual Leave Allowance: 25% of basic salary.
Medical Coverage: Private medical insurance.
