On Thursday, 12th December 2024, the Chief of Defence Staff (CDS) of the Republic of Sierra Leone Armed Forces (RSLAF), Major General Amara Idara Bangura, addressed Western Area troops at the Julius Maada Bio Parade Square, Wilberforce Barracks.

In his first formal interaction with the troops since assuming office, the CDS outlined his vision for a more professional, disciplined, and welfare-oriented armed force, emphasizing its critical role in ensuring national stability.

Speaking to the troops, Major General Bangura described himself as a “servant and leader” and highlighted the responsibility of the RSLAF in maintaining peace and stability in Sierra Leone.

“The stability of this country lies in the hands of the RSLAF,” he stressed, urging the troops to uphold the highest standards of professionalism and commitment to their oath of allegiance.

The CDS outlined his vision for a “well-motivated and operationally efficient force” that leverages technology, professionalism, and cohesion to achieve national security objectives. He emphasized his mission to build a combat-ready and disciplined force capable of deterring threats and contributing to national development.

  1. Response to November 2023 Failed Coup Attempt:

Reflecting on the failed coup attempt of 26th November 2023, the CDS described it as a “scar” on the RSLAF’s image but reassured troops and the Commander-in-Chief, President Julius Maada Bio, that over 90% of RSLAF personnel were not involved. The troops unanimously pledged, “Never again; we will not join them,” as they expressed their commitment to rooting out rogue elements from the armed forces.

Highlighting his commitment to improving troop welfare, Major General Bangura announced several immediate initiatives, including:

Water Facilities: Six new boreholes are being constructed in Murray Town and Juba Barracks to address water shortages.

Road Infrastructure: Murray Town Barracks road is set to be reconstructed before the New Year, with plans underway for similar improvements at Juba and Wilberforce Barracks.

Transportation: A new bus service has been introduced to ease transportation challenges for personnel within Freetown.

The CDS assured troops of his efforts to resolve longstanding issues such as annual leave allowances, barracks infrastructure, and living conditions. He emphasized that he is a “welfare CDS” who prioritizes the well-being of his personnel.

Major General Bangura reinforced the importance of discipline within the RSLAF, warning against misconduct such as absenteeism (AWOL) and unauthorized communications with fugitives.

Weekly headcounts and strict disciplinary measures will be implemented to uphold standards. He also reminded senior non-commissioned officers of their critical role in maintaining order and professionalism within the ranks.

During the interactive session, troops raised questions on issues such as promotions, terms of service, and dress codes, which were addressed to their satisfaction. The CDS assured them that their concerns would be prioritized under his leadership.

Concluding his address, Major General Bangura reiterated the need for professionalism, apolitical conduct, and loyalty to the state. He urged troops to embrace his “Golden Thread” philosophy, where effective leadership and collective interests take precedence over personal ambitions.

The CDS’s visit to the Wilberforce Barracks, which included discussions with senior non-commissioned officers at the Warrant Officers and Sergeants Mess, marks a renewed focus on cohesion, discipline, and welfare within the RSLAF.
