The National Public Procurement Authority (NPPA) has officially commenced training on its new Annual Procurement Planning (APP) Module, a digital initiative aimed at modernizing and securing the management of public funds across Sierra Leone.

Hosted at the Lotto Building Training Hall, the training introduces a structured workflow within the Salone Electronic Government Procurement (e-GP) system, ensuring that every Leone spent by Ministries, Departments, and Agencies (MDAs) is tracked, budgeted, and compliant with national law.

The APP module represents the second phase of a comprehensive digital transformation of the country’s procurement system. Phase 1, launched earlier in 2026, successfully introduced the Supplier Registration Module. Phase 2, the current stage, focuses on digital procurement planning to align government spending with national development goals. Phase 3, planned for the near future, will roll out the Procurement Requisition Module, completing the end-to-end digital cycle.

Before nationwide implementation, the NPPA is prioritizing internal capacity-building through a “train-the-trainer” approach. This ensures that NPPA technical and operational staff are equipped to provide expert, hands-on support when the system goes live for all MDAs.

Dr. Baba Turay, Director of IT at NPPA, described the e-GP platform as a “flagship reform” designed to eliminate manual errors, create digital audit trails, and maximize value for taxpayers.

The digital APP module offers several key benefits:

Real-Time Monitoring: Instant oversight of spending across all MDAs.

Corruption Prevention: Automated controls reduce the risk of budget overruns and unauthorized contracts.

Data-Driven Governance: Consolidated analytics allow the government to assess procurement performance and refine financial reforms.

By shifting procurement planning from paper to a centralized digital platform, the NPPA aims to “bake” integrity directly into the system. The authority reaffirmed its commitment to leveraging technology-driven solutions to advance efficiency, transparency, and accountability within Sierra Leone’s public procurement processes.

The APP Module training is part of a broader strategic agenda to ensure full adoption and effective utilization of the Salone e-GP platform across all MDAs, reinforcing public trust and strengthening national development outcomes.
